▪ Abstract  The study of complex adaptive systems, a subset of nonlinear dynamical systems, has recently become a major focus of interdisciplinary research in the social and natural sciences. Nonlinear systems are ubiquitous; as mathematician Stanislaw Ulam observed, to speak of "nonlinear science" is like calling zoology the study of "nonelephant animals" (quoted in Campbell et al. 1985 , p. 374). The initial phase of research on nonlinear systems focused on deterministic chaos, but more recent studies have investigated the properties of self-organizing systems or anti-chaos. For mathematicians and physicists, the biggest surprise is that complexity lurks within extremely simple systems. For biologists, it is the idea that natural selection is not the sole source of order in the biological world. In the social sciences, it is suggested that emergence—the idea that complex global patterns with new properties can emerge from local interactions—could have a comparable impact.

Organizations and Complex Adaptive Systems explains complexity theory within the organizational studies and discusses theapplicability of complex adaptive systems principles for intraorganizational and interorganizational levels. Complex adaptive systems and complexity theory have been studied in many different fields of science. When studying the application of complex adaptive systems within social sciences, not many are seen in real terms in contrary to the myriads of theories and propositions available. The complex adaptive systems perspective is presented in quantitative terms in natural sciences, but a quantitative approach has not been used within social sciences a lot comparatively. This book links the basics of complex adaptive systems to social sciences, focusing on organizational studies and covering interorganizational, organizational, and individual levels. It shows the latest state of knowledge on the topic and will be of interest to researchers, academics, managers, and students in the fields of management, organizational theory and behavior, and strategic management.

Innovation dynamics are more and more considered to represent one of the most important processes in the development of modern economic systems. This perspective is at the root of the development of various innovation concepts. The systematic study of different systems of innovation has raised the awareness that each particular system has its own characteristics, and that it is not always possible to unilaterally define all the parameters that play a role in shaping innovation processes. The article describes the main obstacles facing public policy decision-making drawing on examples from innovation and research policy. It argues that Complex Adaptive Systems (CAS) research can teach us a series of useful lessons, especially those features necessitating the consideration of innovation systems as complex adaptive systems.

This theory note argues that international norms, as currently understood by scholars of international relations, can be seen as emergent properties of a complex adaptive system (the international political system). Arising from the microlevel interactions of agents within and across various levels of analysis, they have the potential to become system properties that (a) influence the constitution, relationships, and behavior of agents within that system and (b) are not analytically reducible to the sum of the interactions between those agents. They also exhibit evolutionary dynamics common to complex, rather than merely complicated, systems. Thinking of norms in this manner helps point norms scholars toward particular spaces and methodologies of research. After a brief resume of complexity theory in IR, the note proceeds with an introduction to complex systems theory. It then explores the conceptual nexus between norms theory and complexity. It finishes by suggesting the ways in which understanding norms as complex emergent phenomena might influence norms research more broadly.

When designing and implementing policies, policy makers usually assume linear, proportionate causation between interventions and consequences. Yet frequently unexpected consequences occur that seem unintended and disproportionate. This article argues that interventions are more appropriately understood as loops, not lines. System dynamics shows that causes and consequences interact in circular patterns, creating unexpected outcomes and self-reinforcing mechanisms. Some loops are vicious, causing deterioration of the situation, others are virtuous, propelling self-sustaining improvements that exceed original intentions. The article illustrates the circular approach to causality by applying it to interventions aimed at the improvement of the performance of primary schools in the Netherlands.
